Hilltop Residence is a 36-unit apartment building, offering independent living with services for low income persons 62 years or older. Rental subsidies are available through the Department of Housing and Urban Development Section 8 Housing Assistance Program.

Rental Information

- Tenants must be 62 years or older.
- To be eligible for a housing subsidy, applicants must have an annual income at or below $18,250 (1-person household) or at or below $20,900 (2-person household).
- Hilltop Residence gives priorities to applicants with annual incomes at or below 30% of Area Median Income - $10,950.
- Monthly rent is determined by an applicant's Annual Adjusted Income. Rent will be no more than 30% of monthly income including utilities.
- Persons not qualifying for a rental subsidy may be accepted for a market rate apartment, if available.
- Each apartment is metered and billed to residents based on individual monthly electric usage. Heat, water, sewage, common maintenance, and garbage removal is provided by management.

- Income: Gross Earnings (before deductions)
Income may include but is not limited to: Social Security, SSI, pensions, veteran's benefits, Minnesota Supplemental Assistance (MSA), annuities, and employment income.

- Assets: Interest Earned on Assets OR Total Value of all Assets x 2% (which ever is greater)
Assets may include but are not limited to: checking accounts, savings accounts, certificates of deposit, money market accounts, stocks, bonds, trusts, land, or other physical property.

- Medical Deductions (out of pocket expense not covered by Medicare or insurance):
This is not calculated based on dollar for dollar expense - a portion of these expenses are deducted from income according to a formula set by HUD. Medical deductions may include but are not limited to: Medicare premiums, supplemental health insurance premiums, prescriptions, some non-prescriptions drugs, eye glasses, dental visits.

-Utilities: Each apartment is metered and tenants pay for monthly electricity based on individual usage. Each tenant's rent is calculated with a $13.00 utility allowance to adjust for the monthly utility expense. Heat, water, sewage, common area maintenance, and garbage removal is provided by management for no additional fee. Tenants are responsible for their own telephone and may purchase cable services from Madison Lutheran Home for $15 per month.
